The Strategic Planning Leaders Forum (Forum Strategov) is an annual event gathering specialists from various spheres related to strategic planning in Russian cities and regions in St. Petersburg, where opportunities are offered also for exchanging expertise with international organizations and experts. This year, the 17th “Pan-Russian Strategic Planning Leaders Forum of the Regions and Cities of Russia: Stakeholders of the Future” took place in the ‘northern capital’ on October 22-23.
During the plenary session on the first day of the Forum an interesting discussion happened between the Minister of Economic Development of the Russian Federation Maksim Oreshkin and Alexei Kudrin, Chair of Russia’s Audit Chamber. The session also involved President of the European Committee of the Regions Karl-Heinz Lambertz and a number of experts in the field.

The first and second days of the Forum altogether comprised 38 events, including the brainstorm “Stakeholders of the city of the future: who will plan and what?”, round table “International cooperation for regional development”, session “Implementation of the national project “Education”: a regional perspective”, round table “Government programs and national projects: priority management”, panel discussion “Future scenarios and development strategies”, session “Innovative, accessible and sustainable Baltic Sea region: Russia-EU macro-regional cooperation stakeholders”, international conference “Introduction of Innovative Green and Healthy Technical and Technological Solutions in Road and Urban Passenger Transport: Global Trends and Opportunities”, and other events.
An important event on the environmental agenda of the first day of the Forum (October 22) was the Green Mobility Award Ceremony – stock-taking of the results of the year in developing sustainable mobility and dissemination of its best examples from Russia and the world.
It is particularly worth noting the packed international agenda of the Strategic Planning Leaders Forum, which gathered over 50 experts from 17 countries.

At the panel session “Innovative, accessible and sustainable Baltic Sea region: Russia-EU macro-regional cooperation stakeholders” Head of the KarRC RAS Department for International Cooperation P. Petrov delivered a presentation of the project “Baltic Sea Underground Innovation Network” (BSUIN), where KarRC RAS is a partner. This project is funded through the Interreg Baltic Sea Region Programme. In this presentation, P. Petrov drew the audience’s attention to the project’s objectives and tasks, i.e. making underground laboratories in the Baltic Sea region more accessible for innovations, promoting science and business by raising awareness of underground labs, their operation and experiences from such operation. The key outcome expected from the project is a lasting and functional cooperation network (the project has 14 official partners and 18 associate organizations) – the BSUIN consortium, whose activities will focus on the technical, marketing and operational maintenance of the underground labs. P. Petrov’s co-presenters were representative of the Russian Geographical Society (Leningrad Division) A. Yushko, and Director General of the Kolmas.Karelia company A. Artemyev. The project collaborators told about the Ruskeala Mining Park, where the underground laboratory RuslealaLab will be established as one of the six underground facilities on which this project will focus. The project was launched last autumn and will continue until September 2020.
